The Partnership for Inclusive Internships (PII) is a transformative collaboration between Westchester County, The Arc Westchester, and AHRC NYC. This initiative creates a bridge between talented job seekers with disabilities and Westchester County government departments, fostering a more diverse and inclusive local workforce
Why PII Matters
Despite a strong desire to work, individuals with disabilities often face barriers to competitive employment. PII addresses this by providing approximately 320 hours of paid, structured internship experience.
- Real-World Experience: Interns are placed directly within County departments to build professional skills in a supportive environment.
- A Proven Success Model: The Westchester County program is modeled after AHRC NYC’s highly successful initiative, which has placed over 250 interns in NYC government roles since 2019.

Division/Department: Department of Community Mental Health
Location: CMH 112 East Post Road, 2nd Floor White Plains, NY 10601
Program Description:
The Treatment Alternatives for Safer Communities (TASC) Program of Westchester County Department of Community Mental Health (WC DCMH) was established in 1978 to reduce criminal behavior and recidivism among substance using defendants. In 1982 this expanded to include individuals whose alleged criminal behavior is believed to be connected to a mental health condition. TASC serves all 41 courts in Westchester County, working closely with the defendant, District Attorney, defense counsel, court, and assigned treatment provider, to offer the defendant an alternative to incarceration through participation in treatment. Individuals entering the criminal justice system may have substance use, mental health or co-occurring disorders. The TASC team receives and processes referrals and clinical documentation using a NetSmart (myEvolv) database to track referrals and court reporting.
Individuals referred to TASC are screened by TASC case managers, and referred to NYS OASAS/OMH licensed treatment providers to determine if treatment is needed. If treatment is indicated, TASC monitors client progress in treatment and reports the client’s progress to the respective court.
