Tibi Guzmán
Tibisay A. Guzmán is the CEO of The Arc Westchester, the largest organization in Westchester County, New York, dedicated to supporting individuals with developmental disabilities (DD) and their families. Before her appointment in 2018, she served as the Associate Executive Director and Chief Operating Officer at The Arc Westchester, contributing to the organization’s leadership for over 20 years. Her journey began at the Wellness Center for Diagnostic and Therapeutic Services and evolved to include programs focused on life skills and career support. As COO, she oversaw services ranging from Early Intervention and preschool programs to support for adults in 44 residential homes.
Prior to her work at The Arc Westchester, Ms. Guzmán held the position of Executive Vice President at St. John’s Riverside Health Care Inc., a multi-healthcare system in New York. Her extensive leadership experience also includes serving as Treasurer for the Interagency Council and Secretary for the Care Design Inc. Board of Managers. She has been an active board member of the New York State APSE chapter and has participated in various local boards focused on I/DD, mental health, behavioral services, education, and fundraising.
Ms. Guzmán has dedicated over 12 years to the Westchester County Department of Community Mental Health’s Community Service Board and was a certified Fellow of the American College of Health Care Executives. Her community involvement includes a six-year tenure on the Board of Education for the Bronxville Schools and more than 12 years as Treasurer and Program Chair for Heartsong Inc., an art and music therapy program for children with developmental disabilities.
As a parent of an adult with autism and mother of two sons, Ms. Guzmán’s personal experience informs her professional passion. She holds a B.S. from Fordham University, an M.P.S. from The New School for Social Research, and an M.A. in Economics from Fordham University. In recognition of her contributions, she was named one of Westchester’s Top Women in Business by 914Inc. Magazine in 2018, received accolades from the Westchester Hispanic Chamber of Commerce in 2022 for her leadership, and was honored with the Executive Excellence Award by The Arc US in 2022.
Steven Masket, Esq.
Steven Masket was Secretary & General Counsel for Deutsch Family Wine & Spirits for eight years and was at Maidenform Brands for the prior 27 years as Executive Vice President, General Counsel & Secretary. He was a trustee of the Unite-Here pension fund for 20 years, a director of the Amalgamated Life Insurance Company, and a cleared advisor to the US Trade Representative for the NAFTA negotiations and for the Uruguay Round of the GATT Negotiations. He is a parent of two sons. His youngest son, Alex is an artist who has severe autism, and receives residential and day services from The Arc Westchester. Mr. Masket is an active volunteer at The Arc Westchester Foundation and served as Treasurer/Secretary from 2012 until 2022 and is currently a member of The Arc Westchester Board of Directors and serves as Board President. Mr. Masket serves in numerous roles in The Arc New York, currently serving as Chairman of the Fiduciary Committee which has state-wide oversight over the single retirement plan, on the Board of Governors representing Westchester, as Vice President of the Metro Region, and as an Executive Committee member. He is also a Trustee of Westchester Reform Temple. He received his BA from Vassar College and his J.D. from Columbia University.
