Mark Glucksman

Mark Glucksman of White Plains is President of The Arc Westchester Board of Directors. He is the Senior Vice President, Financial Systems for RWE Clean Energy. RWE recently acquired Con Edison Clean Energy Businesses to become the 4th largest renewable energy company in the United States.

Previously, Glucksman was Vice President, Finance and Accounting for Con Edison Clean Energy Businesses and he has served in a variety of finance roles in the energy industry for over 30 years.

He has a Bachelor of Science degree in Economics from the State University of New York at Albany and an MBA in Finance from Columbia University Graduate School of Business and is also a certified public accountant. Mr. Glucksman is a parent of a person receiving services and has previously served on The Arc Westchester’s Board of Directors as Treasurer.

Tibi Guzmán

Tibisay A. Guzmán (Tibi) is the CEO of The Arc Westchester, the largest organization in Westchester County, New York, dedicated to supporting people with developmental disabilities (DD) and their families. In her role, Ms. Guzman fosters a culture of dignity and respect for both the people they support and the diverse, talented workforce at The Arc Westchester. She is a dedicated advocate for amplifying the voices of those served and those working in the DD field, and she strives to create an environment where recognition and achievement are paramount.

Ms. Guzmán leads a robust strategic plan that heightens innovative practices and developed a sustainable framework for the organization to support people with developmental disabilities throughout their lifetime. Before her appointment in 2018, she served as the Associate Executive Director and Chief Operating Officer at The Arc Westchester, contributing to the organization’s leadership for over 20 years. Her journey began at the Wellness Center for Diagnostic and Therapeutic Services and evolved to include programs focused on life skills and career support. As COO, she oversaw services ranging from Early Intervention and preschool programs to support for adults in 44 residential homes.
Prior to her work at The Arc Westchester, Ms. Guzmán held the position of Executive Vice President at St. John’s Riverside Health Care Inc. Ms. Guzmán has dedicated over 12 years to the Westchester County Department of Community Mental Health’s Community Service Board and was a certified Fellow of the American College of Health Care Executives.

Her extensive leadership experience also includes serving as Treasurer for the Interagency Council (IAC), Secretary for the Care Design Inc. Board of Managers, and Trustee of the NYSARC Trust Services. She has been an active board member of the New York State APSE chapter and has participated in various local boards focused on I/DD, mental health, behavioral services, education, and fundraising.

As a parent of an adult with Autism and mother of two sons, Ms. Guzmán’s personal experience informs her professional passion. She holds a B.S. from Fordham University, an M.P.S. from The New School, and an M.A. in Economics from Fordham University. In recognition of her contributions, she was named one of Westchester’s Top Women in Business by 914Inc. Magazine in 2018, received accolades from the Westchester Hispanic Chamber of Commerce in 2022 for her leadership, and was honored with the Executive Excellence Award by The Arc US in 2022. Ms. Guzmán also received the Distinguished Leadership Award at A Matter of Taste, The Arc Westchester Foundation’s annual fundraising event.
